Summary of Incident
Summary of How the Death Occurred: (max. 30,000 characters)
Summary:
On January 27, 2017 at approximately 1912 hours, Cecilia Lavonne Lyons, was arrested and placed in the
North Richland Hills Police Department jail for Possession of a Controlled Substance Penalty Group 3 under
28 grams, and Public Intoxication. Lyons, who appeared to be intoxicated was processed and placed into
holding cell D2. The Public Intoxication charge was dropped in lieu of the PG 3 charge. As per standard
procedure a cell check is performed on all prisoners every 30 minutes. Lyons was monitored through the
camera in D2, through visual checks, and physical checks. Lyons had fallen asleep and could sometimes be
heard snoring loudly, by the detention officers working book-in.
On January 28, at approximately 0330 hours during one of the cell checks Detention Officer (DO) G. Colby
could not tell if Lyons was breathing and noticed she would not respond to his verbal commands. DO Colby
checked Lyons and determined she was not breathing and he could not find a pulse. DO Colby immediately
called out what was going on and asked for medics. Detention Supervisor (DS) Poole arrived along with DO
Thompson and they began to assist DO Colby in CPR. The portable AED was obtained by Thompson and it
was deployed. The AED functioned as it is designed to function and announced that no shock should be
delivered and CPR continued, therefore no shock was delivered and CPR was continued.
On January 28, 2017, at 0338 hours, the North Richland Hills Paramedics/Fire Department (Medic 222 and
Engine 223) were dispatched and arrived at 0344 hours. Paramedics continued CPR as they loaded and
transported Lyons, by ambulance to North Hills Hospital. According to the Tarrant County Medical Examiner’s
Office Ms. Lyons was pronounced dead on January 29, 2017 at 1530 hours. Manner of death is still pending.
