Reference: Custodial Death; Lawrence Richard Siford
On February 18, 2026, at approximately 12:59 AM, I received an Active 911 alert on my phone, that EMS had
been requested for 110 South Franklin. The alert stated that we had a 63- year-old male having difficulty
breathing. Immediately after that notification, I received a group text from our Medical Supervisor Ashley
Morris advising that Siford's (Federal Inmate) oxygen kept dropping. EMS is in route due to not being able to
get his oxygen levels up. Around this same time, I also received a phone call from Harrison County Dispatch
advising that we had
EMS in route for inmate transport.
Then at approximately 04:00 hours, I received a phone call from Lieutenant Ron England advising that inmate
Lawrence Richard Siford had died at the Good Shepherd Marshall
Emergency Room.
Lawrence Richard Siford was booked into the Harrison County Jail on 12/02/2025 at approximately 14:18
hours for a Federal Detainer, Cause Number 2:25-cr-00022-JRG-RSP. Since Siford's initial booking and
processing he had been seen by medical staff on numerous occasions as the timeline reflects below. On
February 1, 2026, Siford was sent to Good Shepherd Marshall Emergency Room due to vital signs being out
of providers parameters. Good Shepherd Marshall diagnosed Siford with Acute Systolic Chf (Congestive

(Community Acquired Pneumonia), Nonsustained Ventricular Tachycardia, Other Emphysema, Acute Hypoxic
Respiratory Failure, Cardiogenic Shock, Aki (Acute Kidney Injury), Lactic Acidosis, On Mechanically Assisted
Ventilation, Cardiomyopathy, Acute Metabolic Encephalopathy and thus transferred him to Good Shepherd
Longview on February 2, 2026 where he could receive continued treatment in a facility that was better
equipped to deal with his conditions
