Summary of Incident
Summary of How the Death Occurred: (max. 30,000 characters)
Summary:
On August 16, 2026, at approximately 0328 hours, corrections staff assigned to the Hays County Jail entered
ISO 4 of the Medical Housing Unit and located Inmate Kenneth Jenkins unresponsive in his bunk. Corrections
and medical staff immediately initiated emergency response procedures, including cardiopulmonary
resuscitation (CPR), until Emergency Medical Services (EMS) personnel arrived and assumed medical
treatment. Despite resuscitative efforts, treatment was discontinued at approximately 0406 hours, and Jenkins
was pronounced deceased. At the time of the incident, Jenkins was housed in the Medical Housing Unit due
to his need for assistance with routine activities, including showering and dressing. Corrections Officers
assigned to the unit were responsible for conducting and documenting status checks, commonly referred to
as “pipe checks,” at approximately twelve-minute intervals. Hays County SO CID and Texas Rangers were
called to the scene and conducted a death investigation. It was confirmed that required status checks had
been completed by corrections officer prior to Jenkin's death, with the last check, prior to finding Jenkins
unresponsive, conducted at 3:12 AM on this same date.
Jenkins had last been seen by jail medical staff on the previous date (08/15/2026) with a notation on medical
records that Jenkins had refused any treatment. Jenkins suffered from schizophrenia and was non-verbal. In
October 2025 Jenkins had been diagnosed with "Adult Failure to Thrive". Jenkins was routinely provided
liquid nutritional supplements by medical staff while incarcerated.
An autopsy was conducted on 08/18/2026 by Dr. Ana Lopez with Hill Country Forensics. Dr. Lopez
determined the cause of death to be small intestinal obstruction due abdominal adhesion of unknown
etiology. The manner of death was ruled as undetermined.
