Summary of How the Death Occurred: (max. 30,000 characters)
Summary:
On September 23, 2017, at approximately 7:00 p.m., Detention Service Officers in the Dallas County Jail
North Tower (2West) were informed of an unresponsive inmate in 2W02. Officers responded and found
Steven Mckennis B/M 02/21/1969 (Decedent) unresponsive in cell "B". Jail nursing staff started
Cardiopulmonary Resuscitation on the decedent and requested Dallas Fire and Rescue. Dallas Fire and
Rescue arrived and took over CPR on the decedent. DFR #3 transported the Decedent to Parkland Memorial
Hospital with CPR in progress and being escorted by Detention Service Officer B. Bailey #8344. The
Decedent was pronounced deceased at 8:03 p.m., by Dr. Alex Koyfmen, Parkland Memorial Hospital.
While conducting interviews with the inmates housed in tank 2W02, I, Detective T. Trout #572 discovered that
the decedent was involved in an altercation with another inmate identified as Kelsey Hunter B/M 09/29/1986
(Suspect) prior to becoming unresponsive. Inmates describe the altercation as being started by the decedent
and was stopped while the decedent was still conscious. After the altercation was stopped, the decedent was
having trouble breathing and used another inmates asthma inhaler. Inmates described the decedent as
staggering to his cell and then falling on the floor. After several minutes on the floor the decedent became
unresponsive. This death is being investigated by the Dallas County Sheriff's Department under service
#17-100143. An Autopsy of the decedent was completed by the Dallas County Medical Examiner's Office and
the results are still pending at this time.
