Under Restraint: No Summary of Incident Summary of How the Death Occurred: (max. 30,000 characters) Summary: At 2023 hours (07/26/2021), officers were dispatched to the location for a suicidal male. Responding officers determined that the situation was a barricaded subject with hostages. Information was developed that indicated the barricaded subject was armed with a shotgun and was wearing body armor. The hostages included the decedent and her three children. The subject has a history of family violence and informed family members that he was going to kill the decedent and then himself. The subject was seen peering through windows in the apartment. Eventually, he exited, pointed a shotgun at officers while taunting them, and then retreated back into the apartment. As the situation progressed, the decedent emerged from the apartment, but chose not to leave because her children were still in the apartment. She returned to the apartment and, almost simultaneously, the subject exited with an infant in his arms. He then retreated back into the apartment. Three officers took up a position on the roof of an adjacent apartment with direct line of sight of the apartment entrance. As the three officers were observing the apartment, the subject exited and pointed a shotgun at another group of officers on the periphery. The three officers on the roof fired on the subject, striking him. He was taken into custody and officers made entry into the apartment to secure the hostages. The decedent was found inside the apartment suffering from a gunshot wound and was pronounced deceased. (07/28/2021) An autopsy of the decedent was conducted. Autopsy, coupled with the physical evidence at the scene, support the assertion the decedent died as as result of the officers firing on the subject who was holding her and her children hostage.
