Under Restraint: No Summary of Incident Summary of How the Death Occurred: (max. 30,000 characters) Summary: EXECUTIVE SUMMARY CASE: 023113-2021 LOCATION: 9821 Summerwood Circle DATE: February 7, 2021 TIME: 4:30 p.m. SUBJECT: Nathan Rashad James B/M 02/10/1996 SYNOPSIS OF CAPITOL MURDER/ SUICIDE, AGGRAVATED ASSAULT ON A PUBLIC SERVANT BASED ON BODY WORN CAMERA VIDEO, OFFICER AND WITNESS ACCOUNTS: On February 7, 2021 at approximately 4:30 p.m. Officers J. Delgado, #11036 and C. Macabu, #10049 were Custodial Death Report :: Page 6 of 7 --- PAGE BREAK --- dispatched to a Shooting call at 9821 Summerwood Circle Apt. 816 regarding a male on the phone with 911 dispatch, claiming to have just shot his girlfriend. When the responding officers arrived at the location, the suspect, Nathan James B/M 02-10-1996 fired into the marked squad car, shattering the rear passenger window. Initially the officers were unable to determine where the shots were coming from and retreated to find hard cover in the apartment complex parking lot. The responding cover officers arrived on scene moments later and began setting up a perimeter and contacted SWAT. Suspect James could still be heard on an open line with the DPD dispatcher. Suspect James was heard calling someone on another phone and explaining that he had just killed his girlfriend and that he was going to kill himself. Before any SWAT officers arrived on scene, the patrol elements on scene heard two gunshot coming from the inside the apartment. The SWAT team responded and set an Emergency Assault Team up near the apartment. Suspect James did not speak to SWAT officers when they attempted to establish contact with him. The entry team was able to place a remote-controlled surveillance camera inside the apartment residence and confirmed that all three occupants, including the suspect were deceased. They then breached the front door and made entry. The SWAT team conducted a primary and secondary search of the apartment residence and called the location clear. They found two female complainants deceased and Suspect James deceased from what appeared to be a self-inflicted gunshot wound. The complainants have been identified as Marietta Julieze Matthews B/F 08-24-1994 and Tamiko Geniece Merriwether B/F 02-10-1965. Ms. Matthews was in an intimate relationship with the suspect and lived at the apartment residence with the suspect. Ms. Merriwether was Complainant Matthews’ mother. Both complainants had been shot at close range. SWAT physician, Doctor Alex Eastman was on scene and pronounced the suspect and both complainants dead at 6:45 p.m. CSRU responded to the location and conducted round counts on the initial responding officers and processed the scene. The BWC Team responded and downloaded all relevant video. SIU responded to the scene and determined that the SWAT team would not be treated as involved officers because the suspect had shot himself before they arrived on the scene. Suspect James has an active Robbery warrant out of Missouri and has a history of arrest for violent offenses including Robbery and Endangering a Child. Dallas Police Department's Special Investigations Unit will be conducting the continuing investigation on case number 023113-2021. Detective Brewster Billings will be the lead detective.
