Summary of Incident
Summary of How the Death Occurred: (max. 30,000 characters)
Summary:
On 5/25/2019 at approx. 9:28 p.m. Officers were dispatched to the area of 1800 blk of Hamilton in reference
to a suspicious subject later identified as Micheal M. Hernandez who was in possession of two metal pipes
and had caused damage to vehicles by using the pipes to break windows of vehicles. Officers made contact
with Michael in the 1800 blk of Hamilton were he was found to be sitting with his legs crossed on the ground.
Hernandez was found to be exhibiting extremely bizarre behavior such as screaming belligerently paranoia
and violently striking the ground with a metal pipe in each hand. Hernandez was also observed to have
multiple lacerations on his hands. Hernandez was disregarded all verbal commands by officers and was
rolling around on the grass from a seated position and moved toward a flat bed trailer. Hernandez placed the
metal pipes on the ground and officers were able to kick the pipes away from Michael. Hernandez eventually
bounced himself onto the trailer where he continued to roll around sporadically, screaming and yelling

profanities. Due to Hernandez's actions, officers on scene believed that he was in a state of excited delirium.
Medics were called and advised to stage near the area. Officers went hands on with Hernandez in which
Hernandez resisted somewhat, but officers were able to detain him in handcuffs. Hernandez was observed to
be soaking wet with sweat. Medics were called up to the scene and after being advised of the situation,
medics administered 5mg of diazepam (valium) to Hernandez's left buttock area. Hernandez refused to stand,
so officers and medics lifted Hernandez up and placed Hernandez on a gurney. A short time later, it was
discovered that Hernandez had stopped breathing and CPR was initiated. Hernandez was then transported
by ambulance to Scenic Mountain Medical Center ER. Officers were contacted at approx. 3:26 a.m. and
advised that Hernandez had passed away after being admitted into ICU. JP Fitzgibbons responded and
pronounced Hernandez deceased at 3:00 a.m.
