On March 9, 2020, at 3:01 PM, the Bexar County Sheriff's Office responded to 17128 Blue Horizon for a fight
in progress. An area resident called 911 and reported a male and female physically fighting in the front yard
and stated the male placed the female (victim) into choke hold and dragged her up the stairs and into the
house. Elmendorf Police Department was assigned to the call and arrived first to the scene. Elmendorf Police
Department advised dispatch he could hear screaming coming from inside of the residence and entered into
the residence due to exigent circumstances. Shortly thereafter, Elmendorf Police Department stated, over the
radio, he had a male, later identified as [SUSPECT] Jesus Garcia at gunpoint and Jesus Garcia had a knife to
his own neck. Elmendorf Police Department then stated, over the radio, Jesus Garcia had a screwdriver to his
own neck. During the confrontation Elmendorf Police Department could be heard over the radio giving several
orders for Jesus Garcia to drop the screwdriver or he will be shot. Bexar County Sheriff’s Office Deputy B.
