Summary:
On Monday, July 15th, 2024, at approximately 1155 hours, patrol officers responded to 2343 Blk of Ashley St.
Beaumont, TX, In reference to a welfare check. The call notes advised that neighbors had located a suicide
note in the rear of their residence left by their neighbor w/m Charles Patrick Carroll, DOB 2/15/1956, from
2343 Ashley St. While conducting the welfare check, at approximately 1222 hours a w/m, later identified as
Carroll, exited the front door of 2343 Ashley St. brandishing what appeared to be a long gun. Carroll
confronted officers in the roadway and pursued them around their patrol vehicle. Carroll disregarded
numerous verbal commands to drop the object, later found to be a paintball gun that was modified and
concealed under a towel, and pointed it toward officers in a threatening manner. Officers believed themselves
to be under imminent threat of serious bodily injury or death, which resulted in officers discharging their
firearms to defend themselves and Carroll was fatally shot.
