Under Restraint: No Summary of Incident Summary of How the Death Occurred: (max. 30,000 characters) Summary: On June 29, 2020, Trooper Ryan Finnie was assisting officers with the DPS Criminal Investigations Division and US Marshals Service apprehend fugitives from justice in Ector County, Texas. The fugitives, Christopher Chad Price and Brittany Shantell Teichroeb, were wanted for numerous offenses and Price was known to be armed. Trooper Finnie attempted to stop a black Ford Focus driven by Teichroeb and occupied by Price. Teichroeb failed to stop and a pursuit ensued. Shortly after the pursuit started, officers observed Price leaning out the passenger window with a shotgun, firing multiple rounds in the direction of the officers. The pursuit continued for a short distance in Ector County on SH-191 before Trooper Finnie fired two rounds from his rifle through the windshield. Teichroeb continued evading on SH-191 when the car spun in a grass barrow ditch onto the north service road of SH-191 in Midland County. Once the vehicle stopped, Price and Teichroeb exited and fled on foot. Trooper Finnie fired Custodial Death Report :: Page 6 of 7 --- PAGE BREAK --- three more rounds at Price who was holding the shotgun. Officers with the Midland County Sheriff's Office also fired at Price as he was running next to Teichroeb. Price and Teichroeb were both hit with gunfire and transported to the Midland Memorial Hospital with injuries. Teichroeb was taken into surgery and later pronounced deceased at 11:29 PM by Dr. Marshall Early. Price survived his injuries and is currently in critical condition.
