Summary of Incident
Summary of How the Death Occurred: (max. 30,000 characters)
Summary:
On June 18, 2022, Trooper Y. Olivares conducted a traffic stop for a license plate violation. When Trooper
Olivares asked the driver, William Ivan Cedillos, to exit the vehicle, the driver fled, and Trooper Olivares
pursued him.

Trooper S. Betancourt and Trooper D. Perez responded to assist. During the pursuit, Cedillos traveled at an
unsafe speed, drove on the grassy median, and disregarded a US Border Patrol Check Point. Officers with
numerous agencies also responded to assist. One of the officers deployed spike strips to deflate Cedillos'
tires. After the tires were successfully spiked, Cedillos' vehicle became disabled in Falfurrias, Texas.
The troopers approached the vehicle and gave Cedillos commands to exit. Cedillos ignored these commands.
Trooper Betancourt attempted to physically remove Cedillos from the vehicle. Cedillos resisted these efforts
and had only a cellular device in his hand. Cedillos then reached for a gun that was under his leg. Cedillos
fired the gun at Trooper Betancourt, resulting in at least one round striking his department-issued bullet
resistant vest. In response, Trooper Betancourt backed away from the vehicle and returned fire. The other
troopers, along with officers from several agencies, also fired, striking Cedillos.
Cedillos died at the scene. Trooper Betancourt was transported to Alice, Texas. He was treated for his
injuries and later released.
