Summary of Incident
Summary of How the Death Occurred: (max. 30,000 characters)
Summary:
On September 12, 2026, at approximately 1500 hours, Houston Police Department patrol officers were
dispatched to a “Person Down” call for a male that appeared to be intoxicated to the caller and was reportedly
dancing in the street. When officers arrived at the location, the male was on the ground and unresponsive,
receiving treatment from Houston Fire Department Paramedics.
The male quickly sat up, was disoriented and shaking uncontrollably. The officers stated they observed
needle marks on the male and believed he was likely on some sort of drug. They restrained the individual in
handcuffs as a preventative measure to protect the paramedics who were attempting to treat him. After
determining no crime was committed and the individual needed further medical evaluation, the officers
removed the handcuffs on scene prior to the individual’s transport to the hospital.
The individual succumbed days later due to yet to be determined causes while still in hospital care on
September 26, 2026, at 1630 hours. The decedent was then transported to the Harris County Institute of
Forensic Sciences, where an autopsy was completed. It was not until the medical examiner completed an
AFIS search that the decedent was identified as William Alexander Vetoulis, date of birth October 29, 1990.
Officers received identifying information today, October 20, 2026. The cause and manner of death are still
pending.
