Officers were told that a male patient, who was at the hospital on a psychiatric emergency detention order (EDO), had fled the facility and was last seen running northbound while wearing blude paper scrubs. As officers searched the area, a 911 call was received from the BJ’s Restaurant, located at 515 West Bay Area Boulevard in Webster, Harris County, Texas, in reference to a suspicious male who entered the business and demanded money from the hostess. The description of the male matched that of the person who fled from the hospital. Custodial Death Report :: Page 6 of 7 --- PAGE BREAK --- Soon thereafter, officers arrived at the restaurant and observed the male exit the bushes near the front entrance. He approached Officers and was armed with what appeared to be two (2) steak knives. The male yelled for officers to kill him and feigned charging at them. Officers verbalized commands for the male to drop the knives and backed away from him. Before officers could employ an effective arrest plan, the male raised both hands above his head and charged towards an officer in a threatening manner. The officer back peddled while giving verbal commands to drop the knife(s). When the male refused and continued to advance, the officer fired one (1) round from his handgun, striking the male in the chest. After a short struggle, officers were able to detain the male in handcuffs and rendered first aid until EMS arrived. The male was transported back to HCA Clear Lake where he was pronounced deceased. The incident is being investigated by Webster Police Detectives the Harris County District Attorney’s Office and the Texas Rangers, Company A. Custodial Death Report :: Page 7 of 7
