Under Restraint: No Summary of Incident Summary of How the Death Occurred: (max. 30,000 characters) Summary: On 02-02-2023 Ector County Jail staff located a subject in a rack down cell who was hanging in the cell. The inmate was identified as Victor Alfonso Rubio DOB 01-23-1985, NM-162305981. Rubio was housed in a rack down cell which he occupied by himself. Jail staff was conducting their routinely daily rounds. While checking cell 7115 jail staff observed Rubio hanging in the cell and appeared to be deceased. Jail staff entered the cell and cut down Rubio and began to administering life saving measures. Jail staff was able to contact jail medical personnel who responded and took over CPR. Jail staff was able to call 911 and request an ambulance for assistance. Once the ambulance arrived they took over CPR for a short time and called the time of death. Jail staff notified the Texas Rangers to come and investigate the incident due to a in custody death. Ranger Cody Allen arrived and took over the scene. At this time it was learned that the incident was caught on camera and a video was viewed of the incident. The video showed Rubio acted alone and showed the means he went through to commit suicide. Next of Kin was notified of the death. Rubio was being held in the ECLEC on a DWI MB, Fail to stop and render aid, and a Ice Hold. Rubio was booked into ECLEC on 10-22-2022 at 8:30 PM.
