During the operation, HPD officers conducted a traffic stop on a vehicle that had just left the location. The male driver was detained and claimed that his female passenger, Mr. Lozano, was also in possession of narcotics. Ms. Lozano (deceased) was handcuffed with her hands in front of her and placed in the back of the HPD patrol vehicle at approximately 05:28 PM. Initially, she denied having any drugs, but later admitted that she did have drugs on her. She was informed that she could potentially go to jail if she were found in possession of narcotics. A female HPD officer arrived on the scene and searched Ms. Lozano but found no narcotics on her. The male driver was arrested on drug-related charges. Ms. Lozano requested a courtesy ride to work, which the HPD officers provided. During the ride, she expressed a desire to speak with the DEA agents. The DEA agents met with Ms. Lozano and spoke with her inside their vehicle. While speaking with her, she began showing signs of a medical emergency. The DEA agents notified HPD officers and asked that they request EMS. Harris County Emergency Corps responded and transported Ms. Lozano to a local hospital, where she was later pronounced deceased at 7:49pm. Sevela hours after Ms. Lozano was pronounced deceased, the dash cam footage from the backseat of the HPD patrol vehicle was reviewed. It revealed that Ms. Lozano had taken advantage of being alone and unattended in the vehicle. At approximately 5:32 pm, she was seen removing a packaged item from her shorts, opening the package with her mouth, and then chewing and swallowing its contents. The Harris County Institute of Forensic Sciences completed the autopsy and determined the Manner of Death to be Accidental and the Cause of Death due to Acute Methamphetamine Toxicity.
