Summary of Incident
Summary of How the Death Occurred: (max. 30,000 characters)
Summary:
There was a call for service regarding a criminal trespass. A business off Waters Ridge (later identified as
Rheem Manufaturing - 1875 Waters Ridge Dr, Lewisville, TX) called police dispatch, stating that there was a
homeless individual sleeping on their property. They had already criminally trespassed the subject and
needed police assistance. Three officers were dispatched to the location. Officer Stillwell, Officer Guy, and
trainee Officer St Valentine. When Officers arrived, the suspect took off running. Officer Stilwell gave chase
after the suspect, who ran across the street, near a "river" like body of water. The suspect entered into the
body of water, attempted to elude Officer Stilwell. The suspect made it half way across the body of water
before he stopped moving horizontally or laterally and began treading water. Officer Stilwell attempted to
verbally instruct the suspect back to shore, but the suspect was laboriously trying to tread water and keep his
head. Officer Stilwell realized that the suspect struggling to stay above water and assumed that the suspect
was drowning. Officer Stilwell removed his duty belt to go into the water, after the suspect. Officer Stilwell was
able to reach the suspect, but the suspect began dragging him underwater, drowning Officer Stilwell down.
Officer Stilwell disengaged the suspect and returned to the shore. The suspect, soon after, went underwater
and did not return.
