Summary of Incident
Summary of How the Death Occurred: (max. 30,000 characters)
Summary:
Inmate Waters was booked into the Gregg County jail on 7/24/2018 for a Capital Murder warrant out of Smith
County, Texas, and for a Parole Revocation warrant out of TDCJ. At booking, it was believed that waters was
charged with killing a minor and was placed in a separation cell for his own protection as a result; he had no
known medical problems, showed no indicators of mental or psychological problems on intake screening.
Waters was housed in cell 6Sep1 in the South Jail facility of the Gregg County jail since being transferred out
of the holding area, and he remained in that cell until he was found hanging by the neck in his cell shower on
a scheduled 30 minute
cell check at approximately 12:20 pm on July 25th by Detention Officer Ryan Rimlinger. Waters was last seen
face to face prior to this at approximately 11:55 am by Detention Officer Joseph Saxon during the previous 30
minute cell check. At the 12:20 cell check, Rimlinger was unable to visually or audibly verify Waters wellbeing
through the cell door/window and called for assistance to respond to his location so an interior check of the
cell could be performed.
It was during the interior cell check that Waters was found in the cell's shower, partially suspended from a
shower curtain hook inside the shower. Waters had used his jail issued uniform to fashion a makeshift noose
and tied one end to the cells' shower curtain hook, and the other around his neck. Upon finding Waters
unresponsive in the shower, the uniform was removed from his neck and he was placed on the cell's floor and
given CPR by staff members until Longview Fire Department arrived. LFD continued CPR and subsequently
transported Waters to Christus Good Shepherd Medical Center in Longview where he died 3 days later.
Waters was pronounced dead at 8:38 am, on 7/28/2018 by Judge B.H. Jameson. Jameson ordered an
autopsy to be performed at the Southwest Institute of Forensic Science in Dallas, Texas on Sunday 7/29/18.
Texas Ranger Nick Castle is the Investigator assigned to the incident.
A preliminary autopsy report states the cause of death as Suicide, the final report is pending.
On August 29, 2018, a copy of the completed autopsy report was received by the Sheriff's Office. The report
shows the manner of death to be Suicide as the result of hanging.
