Under Restraint: No Summary of Incident Summary of How the Death Occurred: (max. 30,000 characters) Summary: On June 9, 2018 at 3:38 am, a 911 call reported a male threating a females mother with a hand gun at The Glenn Apartments, 2602 South 39th Street, Apartment 607 Temple, Bell County, Texas, 76502. Officers Custodial Death Report :: Page 6 of 7 --- PAGE BREAK --- arrived to the apartment and set a perimeter to the apartment. Two officers heard a male threating to kill unknown person(s). The front door to the apartment was slightly open and officers opened the door and announced their presence. Owen confronted the officers and officers gave commands to drop the handgun In his hands. Owen fired his weapon and slammed the front door. One officer discharged his weapon through the door at Owen, who was holding the door shut as they tried to make entry. Three more shots were heard from inside the apartment The door was kicked in by one officer and the other returned fire towards Owen. Owen attempted to exit the apartment through the patio door and was confronted by the other officer, discharged his weapon striking Owen several times. Owen was found to be wearing a mask and was wearing cloth work gloves. He was also in possession of a knife. The investigation found that Owen had made entry into the apartment and held three adults at gun point Owen forced the two female victim's to perform sexual acts on each other. The male victim was threatened additionally by Owen with the handgun. All three victims were threatened with death while being held at gun point This investigation is being lead by the Texas Rangers and specifically, Ranger Justin Duck, Temple.
