Summary of How the Death Occurred: (max. 30,000 characters)
Summary:
On Thursday, September 28, 2017, at approximately 1933 hours, the Temple Police Department received a
report of a suspicious person near the Wayman Manor apartment complex, 1811 East Ave K, Temple, Bell
County, Texas. Several patrol officers responded to the suspicious person, who was described as screaming
and yelling at children playing football in the area.
Patrol officers arrived and located a male matching the description given. As the officers made contact with
the male, they made the decision to arrest him for public intoxication. The subject was told he was under
arrest. He was handcuffed without incident and officer walked him to a waiting patrol car. Once at the patrol
car, the subject began to resist transportation by refusing to allow officers to secure him in the vehicle. The
officers responded to his resistance by delivering several hand and knee strikes, as well as securing the
subject's feet in a three-point restraint system. The subject continued to resist causing the officers to remove
him from the vehicle and place him, laying on his back, in the grass next to the roadway.
Due to the subject's demeanor and actions, patrol officers called for Emergency Medical Services to check
the wellbeing of the subject. Temple Fire and Rescue arrived on scene and began to assess the subject.
While conducting their assessment, the subject became unresponsive. CPR was started and continued on
scene, during transport and upon arrival at Baylor Scott and White Hospital, 2401 S. 31st Street, Temple, TX.
At about 9:07 PM, medical staff at Baylor Scott and White Hospital pronounced the subject deceased.
