Deputies arrived on scene and made contact with STEFAN BOONE HOPKINS. HOPKINS stated he was leaving a friend’s house and got lost due to the fact that he did not live in this area and because of the heavy rain. HOPKINS stated he was driving a little fast and missed the curve as he was traveling north bound on California St. As the responding deputy investigated the accident he noticed that HOPKINS appeared to be intoxicated. The investigating deputy asked HOPKINS if he had been drinking and HOPKINS stated he had “five or six beers.” The investigating deputy told HOPKINS he was going to check his eyes for nystagmus. HOPKINS then stated “You might as well take me to jail because I’ve been drinking.” HOPKINS was subsequently arrested for Driving While Intoxicated and transported to the Clay County Sheriff’s Office where further investigation into HOPKINS’ intoxication level would be accomplished. During the interview with HOPKINS it was determined by the deputy that HOPKINS would be transported to the Clay County Memorial Hospital for a blood draw to determine intoxication level. HOPKINS was transported to the CCMH-ER at 10:28pm. While nursing staff was preparing to conduct the blood draw, HOPKINS stated that he was feeling funny and Custodial Death Report :: Page 6 of 7 --- PAGE BREAK --- grabbed his chest. He then told deputies that he had swallowed 1 gram of methamphetamine prior to deputies arrival. HOPKINS stated that he did this so that he would not “get in trouble.” HOPKINS then began to show signs of distress and medical staff intervened immediately. HOPKINS began to convulse violently and had to be restrained while medical staff treated him. HOPKINS was restrained so that he would not injure himself or medical staff that was treating him. HOPKINS’ convulsions subsided and he was subsequently released from restraint for further treatment. Medical intervention was unsuccessful and HOPKINS was pronounced deceased at 01:33am. Due to HOPKINS being in police custody at the time of his death, the Texas Rangers were notified and that agency began an investigation. Custodial Death Report :: Page 7 of 7
