Summary:
Officers responded to a subject assaulting another person at an industrial facility.
The Offender was located in a parking lot and was acting violently and erratically. The offender was initially
compliant when contacted by officerts, but became combative while being placed in custody for the Assault.
While on his knees, the decedent tackled one officer to the ground. The officer got up and again attempted to
restrain the decedent, who then grabbed her legs and would not release her. The other officer deployed his
Taser Conducted Electrical Weapon (CEW) and the decedent released the female officer. While officers
again attempted to restrain the Decedent, he again grabbed the female officer’s legs. He refused verbal
commands to release his grasp on the officer, so the other officer deployed his Taser CEW again. The
decedent released her and as she broke free of his grasp and fell to the ground, she lost possession of her
CEW. The decedent reached to grab her CEW from the ground and the other officer Tased him again,
keeping him from gaining control of the CEW. At this point the officers were able to restrain him using three
sets of handcuffs. When the officers sat the subject up, he appeared unconscious, at which time they sought,
but could not locate a pulse and began CPR.
EMS arrived and continued CPR while en route to the hospital. The decedent was pronounced dead at the
hospital approximately 45 minutes later.
