Summary:
On Tuesday, July 8, 2025, at approximately 1900 hours, Center Point Energy (CPE) employees were
responding to a reported gas leak in the 1600 block of W. 13th Street when a female resident at 1652 W. 13th
Street later identified as Sharla Rene Dalbosco (decedent) began harassing them and calling them
derogatory terms. A CPE employee contacted 911.
Houston Police Department's Central Patrol Officers (HPD) responded to the disturbance, arrived at
approximately 2100 hours, spoke to the CPD employees and learned what had occurred. HPD officers
attempted to make contact with the decedent, who had barricaded herself inside her residence, donning what
appeared to be a tan body armor, and displayed a handgun through a second-floor window. Officers
established a perimeter around the residence and called for more units. While maintaining perimeter security,
the officers, through the same window, observed the suspect produced a rifle, charging the weapon to load a
round into th chamber, and pointed at the officers. The officers contacted Harris County District Attorney's
