four outstanding warrants (Aggravated Assault With Deadly Weapon, Assault Family Violence Impede /
Breath Circulation, Interference With Emergency Request For Assistance, Unlawful Restraint) for a incident
that occurred the prior date.
CCSO deputies with the assistance of the Odessa Police Department (OPD) executed a search and arrest
warrant at 3294 Haley Street (residence of Manzo) on July 9, 2023 at approximately 0400 hours in an attempt
to apprehend Manzo. At the time of execution Manzo was not found at the residence, therefore CCSO made
another apprehension attempt later that morning.
Manzo was found on the property at 0955 hours, July 9, 2023 which lead to Crane County reaching out for
assistance from the Ector County Sheriff's Office. On arrival of ECSO deputies, Manzo was confronted, made
allegations being in possession of a firearm, and threatened suicide by his own means or at the hands of law
enforcement. Deputies observed a bulge underneath the shirt of Manzo which indicated he was in possession
of a firearm. Deputies negotiated with Manzo for several hours, until he barricaded himself inside the
residence, and refused to surrender.
CCSO Administration believed Manzo was a threat to his immediate family, and believed apprehension would
prevent further violence to the family as well as any law enforcement agency who attempted to apprehend
him. ECSO notified the Tactical Response Team (TRT) to assist with the apprehension.
The Tactical Response Team responded and observed Manzo exit the residence and walk towards the front
where law enforcement was present. It appeared Manzo would surrender until he observed the presence of
the TRT team. Manzo retrieved at the sight of their presence and evaded back into his residence where he
barricaded himself for several hours. Negotiations continued and Manzo exited the rear door of residence
brandishing a firearm. During negotiations Manzo put the weapon down, interlocked his fingers, and placed
his hands on the top of his head to surrender to law enforcement. Manzo complied and agreed to surrender
as part of negotiations by a member of TRT. An arresting deputy with cover provided by TRT, approached
Manzo to make the arrest. While the arresting deputy was in the immediate area of Manzo, Manzo retrieved
and raised the firearm. Manzo's actions placed the arresting deputy in immediate danger of death or serious
bodily injury. The cover team observed Manzo raise the weapon and fired several rounds at Manzo. The
rounds fired struck Manzo several times, which left him injured and motionless. Manzo was placed in
handcuffs, and TRT deputies called for emergency services which were staged in the area to provide medical
care and transportation to the hospital. Emergency services arrived on scene, provided medical care, and
transported Manzo to Medical Center Hospital where he succumbed to his injuries and expired.
