Russell was hospitalized at Shannon from July 25th through July 26th due to upper gastrointestinal bleeding, anemia, ascites, and esophageal varices. During his stay, he received 2 units of blood and was discharged with a hemoglobin level of 7.3, an increase from the critical admission level of 5. On July 28, 2026, jail medical staff checked his hemoglobin level, which had risen to 7.9. Russell's medical history included significant conditions such as cirrhosis, portal hypertension, hepatitis C, iron deficiency anemia, chronic gastrointestinal blood loss, portal hypertensive gastropathy, COPD, CHF, hypertension, mitral valve regurgitation, infective carditis, long QT syndrome, methamphetamine abuse, alcohol abuse, and medication noncompliance. On July 30, 2026, Russell was sent to the Shannon ER due to altered mental status, weakness, and reports of falling in his cell. On July 31, 2026, at approximately 7:29am Russell was showing signs of a stroke, prompting hospital staff to order a stat CT scan. The CT results indicated a brain bleed. He was intubated to secure his airway, and an emergency decompressive craniectomy was performed. Following the surgery, he was transferred to the ICU. A PR bond was issued at 9:21am on July 31, 2026. Although Russell was unable to sign the paperwork, he was granted a Personal Recognizance Bond to allow his mother and other family members to be with him during his palliative care. Russell Spencer passed away at 8:29pm on August 1, 2026. Custodial death is being investigated by Texas Ranger Terry Eaton. An autopsy was not ordered. Custodial Death Report :: Page 6 of 6
