The first arriving Police Officer met with the director of housing for the complex, who requested the Officer accompany him to check on resident Roy Chadwick. As the director of housing attempted to open the door of the apartment, Roy Chadwick charged outside towards the director of housing and Officer with a knife raised in his hand.
