At the time of his booking Masters was under the influence of heroin and methamphetamines. Masters was started on a special observation watch due to the results of the suicide screening form. Masters was evaluated by Nurse Sanders and screened through our telepsych doctor. On May 9, 2018 at approximately 11:00 AM Masters was seen by the magistrate and his bond was set at $20,000.00. At that time he was showing the hand tremors that are common with alcohol and drug withdrawal. Nurse Carol Sanders spoke with him again and started Masters on a drug withdrawal protocol. Masters received his first dose of Librium at noon. At approximately 2:00 PM Masters requested toilet paper. Jailer Jay Little took him a roll and documented a check at 1405. At that time Masters was alert and using the restroom. At 2:20 PM and 2:35 PM Jailer Dwayne Samora conducted cell checks. At that time Masters was lying on his back on his mat covered with a blanket. At 2:47 PM Jailer Samora observed Masters face down on top of his blanket on the floor next to his mat. Jailer Samora completed his check and returned to check on Masters. When Masters did not respond, Jailer Samora called for Nurse Sanders. Nurse Sanders and other Jailers responded to the cell and immediately began CPR. An AED and CPR face barrier were utilized. EMS was called and CPR was continued by jail staff until EMS arrived. Airlife was dispatched to the jail. The EMS director ultimately called his medical director and discontinued CPR. Justice of the Peace Mike Towers was called and pronounced Master's death at 4:05 PM. Sergeant Joel Kite of the Texas Rangers responded to begin an investigation. Autopsy results revealed that the decedent died as a result of dilated cardiomyopathy complicated by methamphetamine use. The decedent's heart was enlarged and both pumping chambers were markedly Custodial Death Report :: Page 6 of 7 --- PAGE BREAK --- dilated. Postmortem toxicology revealed methamphetamine intoxication. The autopsy also revealed evidence of advanced liver cirrhosis. Since drug use contributes to the death the manner of death is usually considered accidental. End of Summary... Custodial Death Report :: Page 7 of 7
