Ramos and Officer M. Peel, both assigned to the Houston Police Department's Patrol Region 2 Command, Clear Lake Division, were dispatched to 16505 Tiffany Court #7, regarding a "Suspicious Person with a Weapon." Upon arrival at the scene, Officers Ramos and Peel made contact with a resident of the complex, who advised there were multiple gunshots coming from apartment #7. As officers approached the apartment, they heard a male yelling irately from an open upstairs window. The officer asked the suspect to come outside and talk to them, but he refused. A short time after making verbal contact with the suspect, the officers were forced to take cover, as they heard gunshots erupt from inside the suspect's apartment. As a result, officers requested additional units and SWAT, since the suspect was barricaded inside the apartment. While waiting for their support, officers continued to hear gunshots coming form within the suspect's apartment. Office K. Drey assigned to the Homeland Security Demand, Tactical Operations Division, was the first SWAT, officer to arrive on the scene, and was quickly briefed by Officers Ramos and Peel. As Officer Drey was suiting up with his tactical gear, he heard a gunshot from inside apartment.#7. Consequently, Officer Drey Custodial Death Report :: Page 6 of 7 --- PAGE BREAK --- strategically made his ways towards the unit and assumed a tactical position behind some parked vehicles under a carport, so he could see the back door of apartment #7. During his positioning, Officer Drey heard multiple gunshots coming from inside apartment #7. Once Officer Drey was in position he heard the suspect remotely start his Cadillac Escalade, which was parked directly outside his back door ground level. Officer Drey feared the suspect planned to exit his apartment and get into his vehicle, creating a greater danger to other citizens and officers, so he cautiously made his way towards the suspect's vehicle and punctured both of the driver side tires with his knife. Offcier Drey then moved back to his original location. While repositioning with his Larue OBR. 308 duty rifle, the suspect walked out of the back door, holding a shotgun and a pistol. The suspect then pointed the shotgun and fired in the direction of Officers Drey, Ramos , and Peel, so Officer Drey returned a single gunshot at the suspect, striking him in the head, immediately incapacitating him. Down on the ground but still clenching both weapons, responding SWAT officers pulled the suspect from the back patio area and into the parking lot to administer first aid. HFD responded to the scene and transported the suspect, identified as Ronald Singletary, to Clear Lake Regional Medical Center. Mr. Singletary was pronounced dead shortly after arrival.
