Yes, mark which Under Restraint: restraint devices were used Type of restraint Type of Restraint: Handcuffs Summary of Incident Summary of How the Death Occurred: (max. 30,000 characters) Summary: On April 24, 2023 Bastrop County Communications received a 911 call from a female stating there was a man outside of her residence yelling, screaming, and banging on the doors and walls. Before Bastrop County Deputies could make scene, the caller reported that the male subject had moved to the back yard of the home neighboring hers and was now rolling around on the ground. A Bastrop County Deputy and a Travis County Deputy arrived on scene, located the male subject and shortly after detained him due to his erratic behavior for the safety of all involved parties. Once detained the male subject was transitioned to a seated position by responding Deputies. The detained subject became unresponsive, hand cuffs were removed by Deputies and cardiopulmonary resuscitation(CPR) was performed until the arrival of medical first responders. After exhausting all life saving tactics, the male was pronounced dead on scene. Custodial Death Report :: Page 6 of 7 --- PAGE BREAK --- On September 25, 2023 the Bastrop County Sheriff's Office received the final autopsy report from Hill Country Forensics LLC, Case number 23-00226, generated by pathologist Katherine Callahan, M.D. The report findings indicate the following; CAUSE OF DEATH: Cardiac arrest in the setting of cocaine and ethanol use, cardiomegaly, and physiologic stress associated with restraint. MANNER OF DEATH: homicide. On November 9, 2023, this case was presented to the Bastrop County Grand Jury by Texas Ranger Brent Barina.
