Summary of Incident
Summary of How the Death Occurred: (max. 30,000 characters)
Summary:
The individual is identified as Rohde Brooke Barnett, DOB 10/26/82, TXDL 13611456, SSN 464-75-8166.
Mrs. Barnett was booked into the Gillespie County Jail on Friday, 1/31/25 at approximately 7:16 pm for Public
Intoxication by the Fredericksburg Police Department. Mrs. Barnett appeared to be extremely intoxicated. She
entered the jail under her own power and answered the intake screening questions, which were immediately
performed upon her arrival. Mrs. Barnett denied any type of injury. After a short while, before the booking
process could be completed, she went unconscious and jail staff were under the impression she had simply
"passed out" due to her level of intoxication. She was placed in a holding cell, on a jail mattress, placed in the
recovery position, and monitored throughout the night. Jail staff attempted to wake her several times, by
touching her and gently shaking her shoulder, to complete the booking process, but got not response.
Throughout this time checks were performed, on time as required, and Mrs. Barnett was breathing and simply
appeared asleep.
At approximately 4:00 am on Saturday, 2/1/25, jail staff attempted to once again wake her in preparation for
serving breakfast. Again, they got no response. At this time they became more concerned and began to try
and arouse her. Recognizing there might possibly be a medical condition they began to more vigorously
attempt to arouse her. Ammonia ampules were used, as well as a Narcan injection. After contacting the
medical hotline, provided by the contract medical provider for the jail, Mrs. Barnett was loaded into a transport
vehicle and driven to Methodist Hill Country hospital. This transport was conducted in approximately 6
minutes.
It was at this time they learned Mrs. Barnett was suspected of having a "brain bleed" by hospital staff. A
magistrate was summoned to the hospital and issued a Personal Recognizance bond for Mrs. Barnett. Mrs.
Barnett was transported, via helicopter, to Brook Army Medical Center. Once at Brook Army Medical Center a
family member allegedly told medical staff that Mrs. Barnett had been possibly assaulted "a couple" of days
earlier and fell and hit her head. An investigation was opened by the Gillespie County Criminal Investigations
Department into that allegation. I believe it was approximately this time the Texas Rangers, Ranger Matlock,
was also notified of the situation by the Gillespie County Criminal Investigation Department. Jail video, body
camera video, and written reports, were provided to the head of the Criminal Investigations Department to

assist with the investigation.
On Monday, 2-3-25, at approximately 4:00 pm, the Gillespie County Sheriff's Office was notified Mrs. Barnett
had passed. After conversations with the Texas Rangers, Ranger Chad Matlock, as well as Ranger Kevin
Wright, it was determined that at this time the death would be considered a "custodial death", pending further
investigation. I then made contact with TCJS Inspector Mike Garrett, on Monday, 2-3-25, at approximately
5:56 pm, and he was informed of the situation and guidance was sought from him.
