Summary:
From Inv. Heckler's report:
10/12/2021
I was advised of a presumed in-custody death by CID Sgt. Lobpries. Investigator Henson and I were
instructed to go to the UTMB Angleton Hospital to hold scene for further instruction. I was advised the subject
was identified as Rogelio Munoz DOB: 10/04/1974. While enroute CID Capt. Collins made contact with
Investigator Henson by public service and advised that the subject had passed away and we need to redirect
to the Brazoria County Jail to await the arrival of the rangers.
We arrived back at the jail and met up with Sgt Lobpries and ID Deputy Boswell and ID Deputy Shanks who
were in the process of photographing the infirmary area where the inmate was taken prior to being
transported by EMS. Investigator Henson remained with ID and myself and Sgt. Lobpries came back to the
office to begin working on the AG`s report and await the arrival of the Texas Rangers.
Ranger Caltzontzint and Ranger Norsworthy arrived and we went back into the jail to the location where
Munoz was housed. I arrived at cell 7 located in the northeast corner pod B. The cell had been cleared out
and inmates had been moved to another area in pod so that the cell could remain secured until processing.
We then made entry into the cell and located the bunk that Munoz had been staying in. The bunk was cleared
and Munoz` belongings were collected by BCSO ID. We then left the jail area and came back into the CID
office.
I was present while all interviews were being conducted by Ranger with the inmates that were assigned to cell
B7A. As of this time preliminary results from the medical examiner`s office are that the cause of death is a
heart attack with no signs of foul play.
