Summary of How the Death Occurred: (max. 30,000 characters)
Summary:
On 01/13/2018 Officers of the Pearsall PD were dispatched to 504 S. Chestnut Pearsall Texas in reference to
a male subject screaming and acting erratic.
Once on scene officers observed the above listed subject ranting for unknown reasons on the front porch of
the residence with the front door directly behind him. Family members on scene advised the male subject,

later identified as Roberto Elizondo had acted like this in the past. Officers attempted to reason with the male
subject who continued to yell out about an invisible dog attacking him and that officers were pouring gasoline
on him. Many other unintelligible things were yelled including that the officers were there to kill him and that
the officers were going to plant cocaine and marijuana on him.
Officers determined that the subject would have to be taken into custody for a possible emergency detention
due to what officers believed was a likely mental health crisis based upon his erratic behavior. In addition,
family members on scene detailed to officers of past mental health issues the subject had suffered. Once the
male subject turned his back towards officers they felt he could try to make it inside the home and decided
this was the opportunity to gain physical control of the subject.
Upon doing so the male subject was taken to the ground and secured in handcuffs. Once secured in
handcuffs the male continued to resist control. Officers noted a small to medium size laceration on his
forehead and requested EMS to arrive on location and assess the male subject. Once on scene EMS treated
the subject and advised he was clear to be transported from the scene. Officers again struggled to place the
male into a patrol unit as he continued to struggle against officers. Officers utilized a leg "hobble" to strap the
subject’s feet down and keep him from kicking the vehicle doors and windows.
Officers transported the male to the Pearsall PD, 911 Veterans Drive Pearsall, Texas, in order to
obtain emergency detention paperwork before transporting him to University Hospital in San Antonio Texas
for said emergency detention. While one officer was obtaining this paperwork the officer who had stayed
behind with the subject noted he no longer was responding to questions. Upon observing the subject
breathing but unresponsive the officers transported him to Frio Regional Hospital located seconds away.
Once there the male subject was treated and subsequently flown to University Hospital.
Officers were later advised Elizondo had passed away at University Hospital the following day.
