Summary of Incident
Summary of How the Death Occurred: (max. 30,000 characters)
Summary:
On December 3, 2016 at about 8:00 am Officer Williams Henry #560 and Officer Paul Martin #601 entered
the Rosenberg PD Municipal jail to conduct a jail check and determine which inmates needed to attend court.
Officer Martin began checking the inmates welfare in each cell when he arrived to the Male Detox cell. The
Male Detox cell housed one inmate at that time who was identified as Roberto Velasquez. Officer Martin
called to Officer Henry, advising Roberto Velasquez's hand was purple. Officer Henry then opened the cell
door to Male Detox and observed Roberto Velasquez lying on his left side facing away from him and to the
left. Roberto Velasquez's boxer style underwear were in a lowered position but not below his genitals and he
had defecated on himself. Officer Henry then shook Roberto Velasquez but he did not respond. Officer Henry
then stepped over Roberto Velasquez when he noticed a liquid substance oozing from his mouth. Officer
Henry immediately radioed Rosenberg Police Dispatch and requested EMS to the scene.
At 8:07 am Rosenberg Fire Department First Responders arrived to the Rosenberg Municipal Jail and at 8:09
am Fort Bend County EMS arrived to the Rosenberg Municipal jail where they began life saving measures to
include CPR and the use of a Lucas machine. At 8:27 am Fort Bend County EMS left the jail, transporting
Roberto Velasquez to Oak Bend Hospital where he was pronounced deceased.
NOTE: Preliminary autopsy results show Roberto Velasquez's death was the result of pre-existing medical
conditions which could have been aggravated by an accidental fall while in police custody. This fall occurred
while Roberto Velasquez was being housed in the male detox cell of the Rosenberg Police Municipal Jail. No
other inmates were being housed in the male detox cell at the time of Roberto Velasquez's death.
