Under Restraint: No Summary of Incident Summary of How the Death Occurred: (max. 30,000 characters) Summary: At approximately 0418 Officer Andrew Zartman was feeding breakfast in Medical when came to Medical Cell 6 to feed inmate Fadal, Robert. Upon opening the cell window and food port Officer Zartman did not see inmate Fadal laying in his bunk. Officer Zartman looked to the right of the cell and found inmate Fadal in the corner hanging with a mattress cover tied around his neck. Officer Zartman called a code 1 and waited for assistance to arrive. Once the Special Emergency Response Team arrived the cell was breached and inmate Fadal was cut down with a seatbelt cutter. Inmate Fadal was carried out and laid down on his back where Licensed Vocational Nurse Pamela Newman followed medical protocols. CPR was started and the AED was called for. EMS was called and they took over CPR when they arrived. Inmate Fadal was transported to the hospital and the jail was notified that the hospital called the time of death at 0515.
