Under Restraint: No Summary of Incident Summary of How the Death Occurred: (max. 30,000 characters) Summary: On 9-17-2023 at approx. 7:23am, Reginal Owens attempted to murder a Woodville Police Department officer by shooting him in the face. After this incident, Owens was believed to still be in the area and an active manhunt was underway. At approx. 8:25am, Owens was located by Tyler County Sheriff's Office deputies in a neighborhood near the area of the attempted murder. Owens made an aggressive hand movement towards the handgun which resulted in the deputies engaging Owens for officer and public safety.
