Summary of Incident
Summary of How the Death Occurred: (max. 30,000 characters)
Summary:
On March 28, 2023, around 1:58 PM, Killeen Police Department Officers were dispatched to 4500 E Central
Texas EXPY, #310, in reference to a Psychiatric/Abnormal Behavior. A neighbor called 911, stating that
Rashad Caphart was screaming in his room and was unresponsive when she checked on him. Officers
checked on Rashad Caphart, but he did not answer, and there were no signs of activity. Officers looked
through the window and observed Rashad Caphart lying on the floor, motionless. The apartment
management opened the door at the request of the officers.
Officers located Rashad Caphart sitting on the ground, looking dazed and confused. Officers attempted to ask
Rashad Caphart questions, but he did not comprehend what they were saying. Killeen EMS was requested,
and they responded to the scene. It appeared that Rashad Caphart was having a medical crisis. Rashad
Caphart became incoherent and aggressive toward officers. Officers had to secure the scene so that EMS
could treat Rashad Caphart. Officers began to place Rashad Caphart into handcuffs, and he resisted. Officers
used a drive stun from an electronic incapacitating device to gain compliance. EMS could get a restraint chair
to Rashad Caphart and place him on a gurney. EMS transported Rashad Caphart to Seton Hospital.
At Seton Hospital, Rashad Caphart continued to resist medical attention from medical staff. Officers released
Rashad Caphart to the Emergency Room staff. ER Staff told officers that Rashad Caphart advised that he
had dipped his cigarettes and had “juice.” The medical staff related this “juice” as possibly being Amyl Nitrite.

Rashad Caphart was temporarily detained so that he could receive medical attention. Rashad Caphart was
not placed under arrest and was not charged with any crime. The call appeared to be a medical call that
needed the assistance of KPD Officers.
It was found out the next day that Rashad Caphart had died due to medical issues. No autopsy was
performed at the time.
This report was made from an abundance of due caution. Rashad Caphart was not in custody, and the force
used against him did not appear to contribute to his death.
Medical records were obtained from Seton Medical Center Harker Heights. The medical records showed that
Rashad Caphart died of natural causes due to Acute Renal Failure with Severe Metabolic Acidosis. Several
other medical factors, including septic shock related to drug use, contributed to the death of Rashad Caphart.
