Under Restraint: No Summary of Incident Summary of How the Death Occurred: (max. 30,000 characters) Summary: On 09/21/25, Dobard was found unresponsive in his single occupancy cell in the infirmary of the Collin County Detention Facility. On site nursing staff immediately began life saving measures and EMS was called. EMS arrived on scene and continued life saving measures. Dobard was pronounced deceased in the facility.
