Summary of How the Death Occurred: (max. 30,000 characters)
Summary:
On February 14th, 2017, Hutchinson was being held in a single-man, solitary cell at the Wichita County Jail
Annex. An officer observed that Hutchinson had soaked his bedding in the shower. Hutchinson was asked for
his bedding. He complied and handed the linens through the food pass. Hutchinson was ordered to sit on his
bunk so the mattress could be exchanged. When the door was opened, Hutchinson attempted to escape the
cell.
The door was secured. Additional officers arrived and they ordered Hutchinson to place his hands through the
food pass to place handcuffs on him before opening the door again to exchange his mattress. Hutchinson
placed his hands through the food pass and submitted to one handcuff being placed on him. Hutchinson then
began withdrawing his hands. A struggle to maintain control of Hutchinson’s cuffed hand ensued. Pepper
spray was deployed into the cell to gain compliance. Hutchinson was allowed to pull both hands in at that time
and the food pass slot was secured.
Additional officers arrived with a Pepperball launcher and a Taser. Hutchinson was seated on his bunk.
Officers opened the cell and entered it. Officers attempted to secure the handcuffs on Hutchinson. He began
to resist. The Pepperball launcher was used with two making contact with Hutchinson. The Pepperballs were
ineffective at gaining compliance. Hutchinson continued to struggle as he was moved to a different solitary
cell for decontamination.
Due to his continued resistance and non-compliance, a Taser was deployed on Hutchinson once the officer
had a clear view of his back. Hutchinson continued to resist as he was moved. The Taser was activated in the
hallway between cells in an attempt to gain compliance. Once in the other cell, the Taser was used again to
gain compliance in an attempt to decontaminate Hutchinson. Hutchinson continued to resist and was placed
on the bunk in the cell. The handcuffs were removed and officers exited the cell.
Having exited the cell, officers checked each other for injuries and then checked Hutchinson through the
observation window. Hutchinson would not respond when officers banged on the door and yelled to him. They
did this because they noticed he was not moving. The door was opened. Hutchinson was non-responsive.
One officer detected a pulse. Facility nursing staff were alerted and responded. Emergency medical services
were notified as well.
Nursing staff attempted to evoke a response using smelling salts and sternum rubs with no response
resulting. Hutchinson was then attached to an Automated External Defibrillator (AED). The AED would not
administer a shock but prompted for the use of chest compressions. Chest compressions and an Ambu bag
were started and continued until first responders arrived.
Hutchinson was transported to United Regional Health Care System’s 11th Street Campus Emergency Room.
Hutchinson was admitted. Hutchinson was placed on life-supporting equipment. On February 24th,
life-support equipment was disconnected. Hutchinson was pronounced deceased at 11:09 AM on February
24, 2017.
