Yes, mark which Under Restraint: restraint devices were used Type of restraint Type of Restraint: Handcuffs Summary of Incident Summary of How the Death Occurred: (max. 30,000 characters) Summary: Patrol officers were dispatched to a "Criminal Mischief in Progress" at 1225 W. 15th 1/2 street where multiple callers and witnesses described a man who appeared to be intoxicated was walking through their yards and banging on garage doors with a metal pipe at approximately 0006 hours. 911 callers and witnesses described they heard Mr. Kissinger yelling to 'call police" multiple times. When officers arrived at approximately 0011 ours and approached the man he was observed sitting on the steps of a residence with the metal pipe and secure it. After giving verbal commands, the man approached officers in an aggressive manner. During this moment the man walked and fell into a steep drainage ditch. Officers on scene had to use force to subsequently place the man into police custody. At this HFD was immediately notified at approximately 0018 hours to respond to the scene as the man was observed to have several cuts to his arms and head. Even Custodial Death Report :: Page 6 of 7 --- PAGE BREAK --- while in police custody the man wasn't cooperating with officers and was resisting to enter the patrol vehicle. Officers on scene described the man as being abnormally strong. Officers then sat the man on the ground and a short time later HFD arrived at approximately 0026 hours. While on scene HFD started doing CPR on him, and transported him to Memorial Hermann Greater Heights Hospital where he later died. The man later became known to officers as ( Patrick Kissinger DOB: 03-17-1963, TX ID 0944078, SSN: 465-33-2273). Officers on scene recognized the man due to another criminal mischief call nearby on 12-04-2020 where Patrick Kissinger was taken into custody (HPD Case #161428120). During this particular incident officers filed an EDO and filed a criminal mischief to be warrant on Mr. Kissinger. Custodial Death Report :: Page 7 of 7
