Summary:
***Report from first officer on scene***
On May 12, 2019, I, Officer Ivy, Darin #13798 was assigned to 2 nd South for D- Shift operations. At
approximately 2309 hours, I was conducting my rounds and watches. While I was conducting my rounds on B
8, I glanced over to the opposite run (DBL) and observed Inmate Dupe, Patrick SO# 16-164334 hanging from
the bunk handle in his cell (DBL), with his sheet wrapped around his neck. I immediately called for medical
back via my hand held radio and also called for Officer Here, Michael #14319 and Officer Cobb, Colton
#14301 to meet me at Mr. Dupe's cell. We entered Mr. Dupe's cell and found that he was unresponsive. I cut
Mr. Dupe's down from the bunk handle. Officer Here and I then laid Mr. Dupe's down on the cell floor, at
which time, Officer Here started CPR procedures on Mr. Dupe's. At approximately 2314 hours, Medical
Officer Hispid, Ryan #13769, Medical Officer Howe's, Michelle #14891, Officer Johnson, Cody #14098,
Deputy Hunt, Shawn #14314, Officer Gibson, Steven #14567, Officer Kayla, Daniel #14638 and Lieutenant
Harder, Jason #5518 arrived on the floor. Medical Officer Hispid and Medical Officer Howe's took over CPR
procedures on Mr. Dupe's. Officer Johnson called Central Control via his hand held radio and instructed them
to roll EMS. At approximately 2321 hours, EMS arrived on scene and began preparing Mr. Dupe's to be
transported to the hospital. At approximately 2333 hours, Mr. Dupe's was escorted off the floor and
transported to the hospital. At that time, I returned to my normal duties. End of report.

***Report from Medical Officer Hipskind on scene***
On Sunday May 12th, 2019 at approximately 2313hrs, I, Medical Officer Joseph Hipskind #13769 was
working in the medical department of the Williamson County Jail when I received a medical back-up call to
the 2nd floor of the South Jail for an inmate who was later identified as Dupre, Patrick SO#16-164334. I
immediately responded with the stretcher and medical equipment and was met at the elevator by Medical
Officer Michelle Howes #14891 and responding booking officers. While in the elevator we received a radio
transmission that indicated the call was for a hanging in B8L-03. Upon arrival I grabbed the airway bag and
responded to the cell as MO Howes brought the AED behind me. Upon arrival at the cell Officers D. Ivy
#13798 and C. Cobb #14301 were at the doorway of the cell, and Officer M. Herrera was standing in the cell
and indicated that CPR was needed. As I entered the cell my initial observation was that the patient was
presenting a pale and cyanotic appearance with an approximately 1 ligature mark on his neck, with a cut
length of knotted sheet that was located under his neck. I immediately checked for a carotid pulse and
breathing and confirmed that he was pulseless and apneic. I then called for EMS response for CPR in
progress and began performing chest compressions at 2315hrs. Within about 30 seconds I swapped
positions with MO Howes who assumed chest compressions while I applied the AED pads to the patient.
Upon the (1st) initial AED analysis it indicated no shock advised, continue CPR . As MO Howes resumed
compressions I placed an oropharyngeal airway and began BVM ventilations with O2 at 25LPM. MO Howes
then recommended the use of an I-gel airway to further secure the patient s airway. We then asked the shift
officers to assist with compressions so MO Howes could retrieve the I-gel. Upon the next (2nd) AED rhythm
check which indicated no shock advised , Officer D. Kala #14638 swapped with MO Howes and assumed
compressions, as she prepared the I-gel. The AED then performed a third rhythm check as MO Howes
swapped positions with me on the airway and I relieved CO Kala on chest compressions. No shock was
advised, MO House then placed the I-gel as I resumed compressions. Upon the 4th AED rhythm check MO
Howes thought she saw pulse movement on the inmate s chest, at this time I checked for a radial pulse but
no peripheral pulse was present. I then continued compressions for approximately 15 seconds before I felt a
pulse in the inmate s chest, at this time I confirmed his pulse and found that a bounding radial pulse was
present. The inmate then began to experience agonal respirations as we continued BVM respirations. I
placed a finger pulse ox which read HR: 134bpm, SPO2: 99%. GFD EMS then arrived on scene at 2321hrs.
GFD Paramedics then placed an endotracheal tube and an IO access. MO Howes continued BVM
respirations as I assisted with placement of the ET tube tamer and C-collar, before log-rolling the patient on to
a back board. The inmate was then moved to GFD s stretcher and patient care was fully transferred. I then
escorted EMS to the old sally port and out their ambulance. EMS then obtained a set of vitals which were
recorded as BP: 143/98, HR: 117bpm, SPO2: 99%. EMS then transported the inmate to Seton Williamson
County ER at 2345hrs.
