Summary:
On June 20, 2016 Arkansas Department of Corrections (ADC) inmate Oscar Garza who was being housed in
the Bowie County Jail was transported to Wadley Hospital with chest pains after attempts by the medical staff
to treat him at the facility were unsuccessful. Sergeant Brandon Sumner and Correctional Officer (CO) Shawn
Palmer escorted Garza to the hospital. Garza fell over while they were still in triage. CO Palmer caught Garza
as he fell and medical personnel came to his aid. The doctors and nurses worked to revive Garza for an
extended period of time, but were unable to do so. Garza had a medical history including hypertension and
diabetes. He was taking medications for both of these conditions at the facility. Garza was sent to Little Rock
for an autopsy at the request of ADC. The results of his autopsy were still pending at the time of this report.
