Evening Shift Clear Lake Division Patrol units were dispatched to a Citizen Holding Suspect call at 9026 Mercury Cove Ct. Upon arrival, officers observed citizen's restraining an uncooperative suspect who had set several cars on fire. Officers attempted to take the suspect into custody by placing him in handcuffs and a struggle ensued. The only reported force used by officers was that to physically restrain the suspect and place him into handcuffs, which is supported by the officers' body worn camera video. Once the officers gained control of the suspect and handcuffed him, he became unresponsive. Houston Fire Department personnel, who were already on scene due to the car fire, begin to provide emergency medical aid to the arson suspect. The suspect was resuscitated and transported to Southeast Memorial Emergency Room for further treatment. Medical personnel at Southeast Memorial led officers to believe the suspect was going to live. However, the suspect later passed away at the hospital. An autopsy was performed at the Harris County Institute of Forensic Sciences on Monday, December 18, 2017 for which the cause and manner of death are noted above. The above listed date and time of death are approximate pending the official ruling by the Harris County Institute of Forensic Sciences ( Medical Examiner's Office). SIU Investigators are conducting on ongoing in-custody death investigation. Custodial Death Report :: Page 7 of 7
