The responding officer observed a black Honda Accord in the center lane swerve to the left lane as it began going through the intersection. The vehicle continuously swerved back and forth from the center lane into the left lane preventing traffic from passing. The officer initiated a traffic stop and as the vehicle began pulling over, it rolled upon the right curb with both passenger side tires. As the vehicle came to a stop, the driver put both hands out the window. The officer approached and asked the driver to step out of the vehicle. The driver stated he was reading a map trying to locate his doctor’s office to get ready for his back surgery. The driver appear to stumble as he was walking to the rear of the vehicle. While standing there, the driver would sway back and forth attempting to balance himself on his heels and then his toes. The officer did not detect any odor of an alcoholic beverage but could tell the driver was impaired. The driver was identified by his Arkansas driver’s license as Noel Crabtree and the officer asked Crabtree if he was taking any medications. Crabtree advised he was taking Lyrica. He also stated he had a bad back and was looking for his doctor’s office because he was preparing for his back surgery. He repeatedly showed the officer his lower back where he had previously had back surgery. The officer gave Crabtree a field sobriety test and was able to detect Lack of Smooth Pursuit and HGN at Maximum Deviation. Crabtree was unable to perform the Walk and Turn test because he could not stand in the starting position and began complaining about his back. Also, Crabtree was unable to stand on one leg for more than one second. He repeatedly swayed and hopped. The officer arrested Crabtree for DWI and he agreed to submit to a blood sample. The officer located several prescription pill bottles in the armrest of the vehicle while conducting an inventory search. Crabtree was also charged with Possession of a Dangerous Drug since he did not have a prescription for all of the medications found in the vehicle. Crabtree was taken to the Plano Municipal Jail at approximately 12:21 p.m. where the detention staff completed the intake process. Detention staff accommodated Crabtree's request for protective custody due to his law enforcement background. Crabtree was in and out of his cell over the next few hours talking with Custodial Death Report :: Page 6 of 7 --- PAGE BREAK --- detention staff and attempting to contact family by phone. At approximately 5:30 p.m., detention staff determined that Crabtree was asleep. During the subsequent checks on Crabtree, detention staff noted that he was breathing heavily and snoring. At approximately 6:50 p.m., detention staff attempted to wake Crabtree and was unsuccessful. CPR was initiated and an AED was employed. Plano emergency personnel arrived and Crabtree was transported to the hospital where he was eventually pronounced dead. The Collin County Medical Examiner's report is available.
