When approached, Bishoff walked away despite repeated commands to stop. Officers reported that Bishoff was armed with a knife and placed him at gunpoint. Bishoff made verbal threats toward the officers and refused to comply with their instructions. A foot pursuit ensued through nearby streets and along the railroad tracks. During the pursuit, Bishoff continued to ignore verbal commands, removed his shirt, and made additional threats. He expressed that he would not return to jail and challenged the officers while advancing toward them with an object in his hand. Despite repeated orders to stop and drop the weapon, Bishoff continued to move toward one of the officers. In response, both officers discharged their firearms. Bishoff fell to the ground, and officers immediately began life-saving measures, including chest compressions, noting bleeding from his chest and mouth. Bishoff was then transported to the hospital.
