Under Restraint: No Summary of Incident Summary of How the Death Occurred: (max. 30,000 characters) Summary: On 03-29-2021, at approximately 1:10 a.m., Michael Head, W/M, DOB: 02-02-1966, a federal inmate (USMS #28801-078) incarcerated at the Fannin County Jail, died at Texoma Medical Center (TMC) in Denison, Grayson County, Texas. Per Fannin County Sheriff’s Office (FCSO) policy, the Texas Rangers were requested to conduct a Custodial Death Investigation (Texas Ranger Division File 2021I-TRB-50069364). Texas Ranger Brad Oliver, Co. “B” Sherman, was assigned this investigation. Ranger Oliver’s investigation revealed the following information: 1). Head was placed into the Fannin County Jail on 01-07-2021, after being remanded into the United States Marshals Service (USMS) custody. 2). On 02-19-2021, USMS received notification from medical staff that Head had been diagnosed with cirrhosis of the liver, acute and subacute hepatic failure, transaminitis, ascites, stage 4 hepatic cancer with extensive metastasis and hypertension. 3). Head was continuously hospitalized at TMC from 02-28-2021 to 03-29-2021. Correctional Officers from the Fannin County Jail retained custody of Head during this same time frame. 4). Grayson County Justice of the Peace, Pct. #1, was called to TMC to hold an inquest regarding Head’s death. After conferring with medical staff at TMC, the Justice of the Peace did not authorize an autopsy. The Justice of the Peace ruled Head’s cause of death to be liver cancer of unknown etiology. Manner of death was ruled natural. 5). Head’s medical records were obtained from TMC pursuant to a grand jury subpoena. The records indicated he had been put on comfort measures only. The medical records indicated Head died from end-stage liver disease, advanced hepatocellular and acute kidney injury.” Custodial Death Report :: Page 6 of 7 --- PAGE BREAK --- 6). The Criminal District Attorneys of Grayson County and Fannin County were provided with the facts of Head’s death and agreed no further investigation was warranted, nor was a grand jury review required.
