CAP investigators found through their investigation that at approximately 0108 hours, the on-duty patrol
supervisor while on active patrol, approached a vehicle which was parked at the listed address and made
contact with the driver (Estrada) who was seated in the vehicle. During the encounter, Estrada became
uncooperative with the patrol supervisor and stated that he had a gun on his person. The patrol supervisor
later advised in his statement that Estrada was holding a handgun and he did point the handgun in his
direction. The patrol supervisor requested emergency backup and Estrada continued being uncooperative
and made threats toward the patrol supervisor. Estrada was subsequently shot by the patrol supervisor whom
feared for his life due to Estrada's actions.
Suspected narcotics were located on Estrada's person and inside of the vehicle Estrada was sitting in.
EPPD-Crimes Against Persons Unit and EPPD-Crime Scene Unit were assisted by the Texas Rangers and
the EPPD Internal Affairs Shooting Review Team at the scene. The OME was contacted and they conducted
