Summary:
On December 21, 2016, at about 2:00pm, the Allen Police Department arrested Kevin Val Eaglin (B/M DOB
08/08/1962) on suspicion of DWI (2nd Offense, Misd A). Mr. Eaglin was taken into custody after having been
involved in a single vehicle crash and exhibiting signs of intoxication. He was taken to the Presbyterian of
Allen Hospital for the retrieval of a blood specimen under the authority of a search warrant. Upon completion
of the blood draw, Mr. Eaglin was booked into the Allen City Jail. Allen P.D. case number is 2016-06819.
Kevin Eaglin was found to be medically fit for confinement on 12/21/2016 at about 10:18 pm by Dr. Yoo Joo
Hwang, and then transferred to the Collin County Detention Facility. Mr. Eaglin was booked in at about
5:09am on 12/22/2016 and evaluated by Sheriff’s Office Medical Staff. During his initial triage, Mr. Eaglin
claimed to have a previous history of high blood pressure and alcohol withdrawals. He made no claims of
injury or illness and none were observed. Mr. Eaglin was arraigned by Judge P.M. Raleeh and assigned a
$2500 bond.
Upon completion of the booking process, Mr. Eaglin as assigned to Cluster 3, POD D, cell 39, bunk 1 (lower
bunk) for housing. He arrived in the POD at about 10:00 am on 12/22/2016.
At about 7:23 pm on 12/22/2016, Mr. Eaglin submitted a “sick call” request, complaining of “pain due to car
weck”. He was seen in the infirmary at about 10:30 pm by the medical staff. He complained of a 5 out of 10
pain level and told staff he was “sore all over” as a result of his automobile accident. Mr. Eaglin was given 600
mg of Ibuprofen and returned to his cell. He denied nausea, vomiting or dizziness.
At about 6:10am on 12/23/2016, during formal head count, Mr. Eaglin was found unresponsive on his bunk. A
medical emergency was declared and jail staff and medical staff responded to render aid. CPR was initiated
and continued until the arrival of the McKinney Fire Department medical personnel. McKinney FD transported
Mr. Eaglin to the McKinney Baylor, Scott and White Hospital where he was pronounced dead at about
7:25am.
Mr. Eaglin’s cellmate was interviewed by Sheriff’s Office Investigator Jeff Brownrigg and there was no
indication he had any involvement in Mr. Eaglin’s death. According to the cellmate, Mr. Eaglin could be heard
snoring loudly until about 4:00am and then the snoring stopped. The cellmate told Inv. Brownrigg he
attempted to wake Mr. Eaglin up at around 6:00am for head count but found him unresponsive.
A review of the POD’s log book indicated that detention staff, starting at 10:58 pm on 12/22/2016 and ending
at 5:40am on 12/23/2016, made 14 rounds and two informal head counts. The log book does not reflect any
issues or problems with Mr. Eaglin.
