Summary of Incident
Summary of How the Death Occurred: (max. 30,000 characters)
Summary:
On April 26, 2026, at 1537 hours, McKinney Police Department responded to 1004 E University Dr EB
(Racetrac) about a male, later identified as Kasey Carroll (WM 8-9-96), throwing items in the store and
carrying a large stick. Carroll was acting erratically and later was seen near the edge of the roadway of US
Hwy 380. Officers contacted him and he seemed under the influence of an unknown substance.
It was deemed that Carroll needed to be taken to a hospital based upon his erratic behavior. He was
uncooperative with EMS or Police, so he was placed into a restraint device called the WRAP and then placed
in an ambulance for transport to a hospital. Officers did not use any physical force on Carroll; he was only
secure in the WRAP. Carroll told EMS personnel that he had used methamphetamines.
Once in the ER at Medical City McKinney, Carroll’s medical condition began to decline. Carroll was moved
into a trauma room so that he could be sedated and intubated due to him having a possible seizure. The
WRAP was removed from his body and Carroll eventually went into cardiac arrest. MCM staff performed
