Summary of Incident
Summary of How the Death Occurred: (max. 30,000 characters)
Summary:
The complainant contacted the Houston Police Department (HPD) regarding another resident at the
apartment complex (an acquaintance) who had threatened him with a firearm on the property. HPD Officers
spoke with the complainant and learned that Josiah Fobbs (B/M, 7/18/1989; Decedent) came to the
complainant's apartment and threatened him with a gun. The complainant showed the officers a picture of the
decedent and gave them his apartment #. The two officers went to the decedent's apartment, knocked and
announced several times, but no one answered. The returned to the lobby where the complainant informed
them the suspect was seen on the 3rd level of the parking garage.
The officers rode the elevator to the 3rd level of the parking garage and were met by the decedent as soon as
the doors opened. The officers attempted to detain the decedent, but he broke free after a struggle and ran
into the parking garage. The officers were able to stop him again in the garage, where they struggled in an

attempt to get him to the ground. During the struggle, a pistol fell from the decedent's clothing. The decedent
broke free and ran to the far side of the parking garage, along Travis Street. He climbed over the 4.5-foot-high
concrete wall, was initially hanging by his fingertips, and then let go when the officers caught up to him and
approached him.
The decedent was detained in handcuffs on the street by responding units and alternated between the
recovery position and an upright seated position to facilitate his breathing. He was conscious and speaking
when he was transported to Ben Taub by the Houston Fire Department (HFD), but coded as they were
sheeling him to the trauma room. He never recovered and was pronounced deceased at 0643 hours.
The decedent has two felony warrants: one for Terroristic Threat on a Peace Officer and one for Identity
Theft.
