Witnesses reported that the driver, identified as Joshua Davis, struck a curb, causing his tire to become flat and was swerving between various lanes and then struck the back of the car that was stopped at a red light. Officers contacted Davis and based on his appearance and behavior asked if he had taken any drugs or alcohol. Davis denied drinking and said he is not on any medications but he was eventually arrested for DWI. Based on his appearance, officers contacted Plano Fire and Rescue for evaluation. They transported Davis to the hospital where he stopped breathing while in route. EMS personnel administered one round of Narcan to Davis which revived him. Davis admitted to taking 10 Lortabs to EMS personnel once he was revived. Davis was admitted to the hospital and then eventually received medical clearance and released to the custody of the Plano Police Department. Davis was placed in a multi-prisoner holding cell. While in the cell, jail staff noticed Davis appeared unresponsive and jail personnel attempted to revive Davis using an AED machine and starting CPR prior to the arrival of EMS. When EMS personnel responded, they performed CPR on Davis. Davis was eventually transported to the hospital. After arrival at the hospital, he was pronounced deceased at 11:34 a.m. on August 4, 2019. The medical examiner determined that Davis died as a result of fentanyl toxicity. Custodial Death Report :: Page 6 of 6
