One of the callers was a Custodial Death Report :: Page 6 of 7 --- PAGE BREAK --- passerby who advised dispatch that she observed a male subject with a gun confronting another male subject at the intersection of Sahara Dr. and Siesta Dr. The passerby also stated that the male subject with the gun was driving a white older car and that he had been previously speeding thru the street in which she resides at. The second caller advised dispatch that they were at her house when an unknown male just randomly confronted her daughter's boyfriend. The second caller also stated she was unsure if the male subject might be intoxicated. While still on the line with dispatch trying to explain what had just recently occurred, the second caller, who was a passenger (along with her daughter) in a vehicle driven by her daughter's boyfriend, came across the first responding Brownsville Police Officer (Officer Jesus G. Ibarra #7161) near the intersection of La Posada Dr. and Ramada Dr. The second caller told Officer Ibarra "He has a gun, and he is chasing us." The male subject was directly behind the complainants driving a white older model Chevy Corsica. Officer Ibarra then grabbed his assigned duty rifle and exited his police vehicle. Officer Ibarra then pointed his rifle at the male subject and ordered him to stop and put his vehicle in park multiple times, but he refused. Instead, the male subject raised his left hand out his window and slowly drove forward on La Posada Dr. and entered Ramada Dr. At this point, Officer Jessie S. Ruedas #5610 arrived on scene and proceeded to follow the male subject while activating his lights and siren as a pursuit ensued. Officer Ibarra then re-entered his police vehicle and drove towards La Quinta Dr. Near 673 La Quinta Dr., Officer Ibarra came to an abrupt stop, grabbed his rifle, and began to exit his police vehicle. As this occurred, the male subject intentionally veered left and then veered right towards the direction of Officer Ibarra who was now standing outside near the driver side door of his police vehicle. Officer Ibarra opened fire and shot multiple rounds towards the male subject. The male subject's vehicle then collided with Officer Ibarra's police vehicle and came to a stop. Officer Ibarra and Officer Ruedas advised dispatch shots had been fired, requested EMS, and cautiously approached the driver side door of the male subject's vehicle. Officer Ibarra requested assistance from Officer Ruedas in securing the male subject and the handgun in the front passenger seat while he maintained cover. Officer Ruedas leaned inside the vehicle and observed the male subject slumped over to the right with major head trauma and deceased. Both officers then began the process of preserving the scene while other responding officers arrived at the location. While doing so, the white Chevy Corsica began to emanate smoke. Shortly thereafter, small flames were observed. Officer Ruby Ann Perez #5519 arrived on scene and assisted officers by obtaining a water hose from a residence nearby and spraying water on the vehicle in an attempt to put out the fire. Furthermore, Officer Raymond Rora #5386 also assisted by utilizing a fire extinguisher in an attempt to extinguish the fire as well. A few minutes later Brownsville Fire/EMS arrived on scene and were able to put out the fire. The preliminary Cameron County Forensic Pathology report documented the cause of death as gunshot wound of the head. The male subject was identified as Jorge Abram Carrillo. The final Cameron County Forensic Pathology report documented the cause of death as gunshot wound of the head. Custodial Death Report :: Page 7 of 7
